With 23 years of progressive leadership experience in the Metropolitan Police Department in Washington, D.C., my career reflects service within one of the nation’s most complex urban law enforcement agencies. My career spanned patrol operations, criminal and internal investigations, special operations, and executive-level command, with significant focus on misconduct and use-of-force investigations, policy development, and organizational oversight. Throughout my tenure as a senior executive, I held multiple command assignments overseeing operational units, specialized teams, and department-wide review functions. I routinely evaluated use-of-force incidents and other critical events for policy compliance, investigative integrity, and adherence to constitutional and professional standards, emphasizing structured review processes and alignment between policy, training, and operational practice. Within the Special Operations Division, I supervised civil disturbance response, tactical deployments, and high-risk incident management. As the first woman to command the Tactical Patrol Branch, I oversaw specialized tactical units and large-scale public order operations. My responsibilities included planning and executing National Special Security Events (NSSEs), including presidential inaugurations and state funerals, which required complex interagency coordination and command-level decision-making. My investigative experience includes oversight of administrative and operational reviews, force investigations, and executive assessments of critical incidents. This work has given me extensive experience evaluating how agencies design, implement, and enforce use-of-force policies, training programs, review mechanisms, and accountability systems. In addition to operational leadership, I bring a strong analytical and educational foundation to my expert work. I have developed and delivered instruction related to police leadership, use-of-force decision-making, and organizational culture, bridging practical experience with established professional standards and best practices. Today, I provide expert witness and consulting services related to police practices, use-of-force investigations, policy evaluation, leadership decision-making, and organizational oversight. My services include case evaluation, incident analysis, policy and training review, and expert testimony in matters involving law enforcement operations and accountability.
