Dr. Graham currently serves in senior public health emergency preparedness leadership, where he supports statewide planning, training, and response initiatives aligned with federal preparedness frameworks, including the CDC Public Health Emergency Preparedness (PHEP) and Healthcare Preparedness Program (HPP), as well as the National Incident Management System (NIMS). His work includes emergency operations planning, multi-agency coordination, resource management, and the design and evaluation of large-scale exercises and real-world responses across diverse jurisdictions and healthcare coalitions. In addition to his leadership experience, Dr. Graham has extensive operational background as a firefighter, paramedic, and hazardous materials technician. Dr. Graham is also a full-time professor and adjunct faculty member in emergency management, homeland security, and public health–related programs at accredited institutions.
