Dr. Sean Graham is a nationally recognized emergency management, public health preparedness, and incident response professional with more than two decades of experience spanning frontline operations, executive leadership, academic instruction, and applied research. His career integrates real-world response experience with strategic planning, regulatory compliance, training, and systems-level analysis, making him a highly qualified expert in complex emergency and disaster-related matters. Dr. Graham currently serves in senior public health emergency preparedness leadership, where he supports statewide planning, training, and response initiatives aligned with federal preparedness frameworks, including the CDC Public Health Emergency Preparedness (PHEP) and Healthcare Preparedness Program (HPP), as well as the National Incident Management System (NIMS). His work includes emergency operations planning, multi-agency coordination, resource management, and the design and evaluation of large-scale exercises and real-world responses across diverse jurisdictions and healthcare coalitions. In addition to his leadership experience, Dr. Graham has extensive operational background as a firefighter, paramedic, and hazardous materials technician. He has responded to mass casualty incidents, hazardous materials releases, severe weather events, and complex medical emergencies. This operational experience informs his expert analysis of incident command, responder safety, operational decision-making, resource allocation, and standards of care under emergency conditions. Dr. Graham is also a full-time professor and adjunct faculty member in emergency management, homeland security, and public health–related programs at accredited institutions.
