Qualifications and Background Mr. Perry retired in September 2021 from the University of North Carolina (UNC) Police Department in Chapel Hill, North Carolina, where he served as Assistant Vice Chancellor for Safety and Chief of Police for two years. Before this role, he was the Assistant Vice President for Campus Safety and Chief of Police at the Florida State University (FSU) Police Department from 2006 to 2019. From 2003 to 2006, Mr. Perry held the position of Deputy Chief of Police at Clemson University, ultimately serving as Acting Chief of Police prior to his departure. He was also a contributor to the Final Report of The President’s Task Force on 21st Century Policing, published in May 2015. At the age of 26, Mr. Perry became the Chief of Police and Director of Public Safety at Albany State University in Albany, Georgia. In this capacity, he was responsible for all facets of public safety, including staffing, budgeting, training, policy development, equipment procurement, strategic planning, and community relations. He served in this role for seven years before transitioning to Clemson University. Mr. Perry began his law enforcement career in 1993 as a patrolman with the Albany, Georgia, Police Department. Within a year, he was promoted to narcotics investigator, where he participated in several federal Organized Crime Drug Enforcement Task Force investigations alongside the U.S. Drug Enforcement Administration. He has completed basic police recruit training academies in Georgia, South Carolina, Florida, and North Carolina. His extensive experience equips him to assist campus and municipal agencies in achieving continuous improvement. His comprehensive background, combined with advanced education and training, has provided him with deep insights into the challenges and protocols faced by today’s law enforcement decision-makers and their agencies. He is recognized as an expert in the field of campus public safety. Highlights of Experience • Contributed to the Final Report of The President’s Task Force on 21st Century Policing – May 2015. • Participated in the After-Action Review of Major Incidents impacting Campus Public Safety around the world as the President of the International Association of Campus Law Enforcement Administrators. • Facilitated and implemented Mutual Aid and Emergency Response Plans for local first responders. • Implemented communication systems to expedite emergency response to Georgia, South Carolina, Florida, and North Carolina campuses. • Successfully attained the highest level of state accreditation through the use of the first electronic review process for the state of Florida. • Initiated the utilization of the first body-worn cameras within the City of Tallahassee. • Expertly dealt with multiple high-profile incidents that included arrest, injury, death, or investigation of university employees and students • Played a key role in preparing for multiple severe, life-threatening weather events impacting the university and affiliated properties in Florida. • Effectively addressed an active shooter incident on the Florida State University campus;
