Additional Information

Career law enforcement professional and public-safety trainer with 33 years of service at the Henrico County Police Division and a continued focus on training, driver safety, and operational readiness as Training Coordinator for the Virginia Division of Capitol Police. Served in progressively responsible operational, investigative, supervisory, and training assignments, with a reputation for building practical programs aligned with Virginia DCJS requirements and field realities. Henrico assignments included patrol, street crimes and narcotics investigations, community policing/crime prevention, and multiple leadership and training roles—Sergeant/Patrol Sergeant, Criminal Investigations Sergeant (SVU), Field Training Sergeant/Coordinator, Training Academy Sergeant, and Assistant Training Director. Since 2007, I have provided litigation support to law firms on police pursuit matters and have been recognized as a Subject Matter Expert in the Circuit Court of the County of Roanoke. My work explains how policy, training standards, supervision, communications, tactical options (including PIT and roadblocks), and documentation influence officer decision-making during high-risk roadway events. • Emergency vehicle operations (EVOC) and safe-response practices. • Pursuit decision-making and supervisory pursuit management. • Policy alignment, training adequacy, and DCJS-related standards. • Documentation, articulation, and accountability practices. • Tactical intervention considerations, including PIT and roadblocks, within policy constraints. Virginia DCJS instructor credentials include General Instructor and Firearms Instructor (1987) and EVOC Instructor (1996). Served as Henrico County Police Division Chief Instructor for Emergency Vehicle Operations (2004–2017) and was recertified as a General Instructor and EVOC Instructor in 2020 with Chesterfield County Police. Designed and delivered instruction in EVOC/defensive driving, skid control, pursuit operations and management, civil liability, PIT, roadblocks, firearms, specialty vehicle operations, leadership, and field training preparation, supporting recruit academies, in-service programs, and community audiences. Program development work includes creating Henrico Police PIT training, building fleet transition training (from Crown Victoria to Taurus/Explorer), and developing specialty-vehicle training (mobile command posts, bomb truck, SWAT armored vehicle, forensics truck, and trailer towing). In my current role with the Virginia Division of Capitol Police, I coordinate mission-relevant training to support officer readiness, safety, and defensible practices.
