Dr. Kramer has previously held roles including Chief Medical Information Officer and Chief Quality and Safety Officer. Dr. Kramer practiced Internal Medicine and Pediatrics while developing his senior administrative leadership career. Dr. Kramer's leadership includes 25+ years of experience in implementing and maintaining electronic health records, developing systemwide workflows, standards of practice, and outcomes measurement. Expertise includes quality, safety, human factors, and workflow design that result in quality and safety outcomes. At these organizations, Dr. Kramer led the informatics teams and regularly evaluated patient safety, adverse events, and implemented systems and processes to reduce risk. This included policies, training, cultural change, and communications. Formerly CMIO for major health systems including University of Michigan, Trinity Health, Corewell West (Spectrum Health), OhioHealth and Inova Health. Senior most leader in those organizations responsible for the build of the EMR either Cerner or Epic including the implementation and ongoing management clinical decision support, ordering protocols/order sets, documentation, reporting and workflows. In Electronic Health Records management Dr. Kramer has led systems of digital health, virtual care, AI, clinical decision support, outcome measurement, and medical informatics. As a Quality and safety leader, Dr. Kramer was responsible for implementing a system wide peer review and safety reporting system, Dr. Kramer's approach followed industry leading standards including standards to create high reliability organizations, culture, and safety reporting. As an expert witness, Dr. Kramer will review medical records, create documentation timelines, and help understand if the systems and workflows followed industry standards for build, training, and usage. Dr. Kramer will also review depositions to understand if a safety culture and standards to avoid harm were in place with front line clinicians and leadership.
