He holds dual board certification in Internal Medicine and Clinical Informatics — one of fewer than 1,000 physicians nationally to hold both. Licensed in 17 states. Dr. Favini maintains an active clinical practice as an attending physician and residency preceptor at Highland Hospital (Alameda Health System), Oakland — one of California's premier safety-net institutions. He trained in Primary Care and Social Internal Medicine at Montefiore Medical Center (3,000+ patient FQHC panel) and has practiced across safety-net settings throughout his career. Clinical Informatics & Health IT: Board certified in Clinical Informatics, Dr. Favini served as a Policy Fellow at the Office of the National Coordinator for Health IT (ONC/HHS) during the HITECH era. He subsequently led the design and clinical evaluation of AI-enabled care tools at scale, with direct accountability for clinical benchmarks, safety evaluations, and human-in-the-loop oversight. Expertise includes EHR design and implementation, clinical decision support, algorithmic tool failure modes, and health IT patient safety. Medicaid & Medicare Managed Care: Has served as Chief Medical Officer and President of a licensed Medical Group in Medicaid and Medicare value-based care, with accountability for clinical quality, utilization management, and regulatory compliance. Deep expertise in CalAIM, Enhanced Care Management, CMMI models, and California Medi-Cal managed care. Previously built a value-based primary care model at CareMore Health (Elevance), improving MLR from >105% to <90%. Forensic & Legal Experience: Active member, Physicians for Human Rights Asylum Network since 2010.
