Robert Warwick is a licensed attorney and ISA Board Certified Master Arborist (TX-4379BU) whose dual credentials position him among a rare class of expert witnesses capable of bridging the disciplines of arboriculture science and legal analysis within a single engagement. He is admitted to practice before the State Bar of California (No. 363124), the State Bar of Texas (No. 24148633), the District of Columbia Court of Appeals (No. 90036967), and the United States District Court for the Central District of California. He is the principal of The Law Offices of Robert Warwick, a Santa Clara, California civil litigation practice, and the founder of Everything Green, Inc., a California-based firm delivering vegetation risk, wildfire mitigation, and utility compliance solutions. Mr. Warwick earned his Juris Doctor from Golden Gate University School of Law in San Francisco in May 2024, where he served as Associate Editor of the Golden Gate University Law Review and as the Environmental Law Representative for the San Francisco Bar Association Barristers Group. During his tenure on the Law Review, he authored a published article examining a case decided by the U.S. Supreme Court, which addressed the limits of local government requirements for permit approval and property development. He also holds a Bachelor of Science in Political Science from the University of Houston and an Associate of Arts in Business from San Jacinto College. His arboriculture expertise is field-tested and operationally grounded. Prior to law school, Mr. Warwick served as a Supervising Consulting Utility Forester with Atlas Field Services, where he directed a work verification audit team of more than 50 ISA-certified arborists in support of Pacific Gas and Electric Company's utility vegetation management programs across Northern California. He subsequently joined PG&E directly as a Senior Contract Manager and Regulatory Law Extern within PG&E's Law Department, where he drafted legal memoranda analyzing utility vegetation management regulations, prepared and reviewed CPUC compliance filings including Wildfire Mitigation Plans, and provided legal analysis that resulted in actionable changes to field procedures. His operational work spanned more than 100 distribution circuits across more than 40 communities. Mr. Warwick is a recognized subject matter expert and published author in the field of utility arboriculture. He has authored multiple articles published in the Utility Arborist Association magazine addressing safety, technological improvements in the industry, environmental concerns, and more. He has delivered speaking presentations at DistribuTECH, one of the utility industry's largest annual conferences, as well as at the Environmental Right-of-Way Conference, where he addressed topics including biodiversity net-gain requirements. These engagements reflect his standing as both a practitioner and a thought leader within the utility vegetation management community. As an expert witness, Mr. Warwick provides forensic arboriculture consultation, tree risk and failure analysis, tree appraisal and valuation, standard of care opinions, and wildfire and vegetation management assessments. His expert services are available in matters involving premises liability, tree failure and personal injury, property damage, boundary and encroachment disputes, timber trespass, utility vegetation management compliance, inverse condemnation, and wildfire ignition liability.
