I am a retired U.S. Army Corps of Engineers Colonel and former Commander of the Jacksonville District, where I led one of the Corps’ largest engineering organizations responsible for civil works, military construction, navigation, coastal engineering, and environmental restoration programs across Florida, Puerto Rico, and the U.S. Virgin Islands. Over a 30-year career I directed and oversaw multi-billion-dollar federal infrastructure programs, including major components of the $8B Everglades Restoration Program and the Kissimmee River Restoration project. I am a licensed Professional Civil Engineer with extensive experience in Federal Acquisition Regulations (FAR), construction claims, equitable adjustments, infrastructure program management, and FEMA Public Assistance program compliance. I have a master's in civil engineering from Stanford.  I was an Associate Professor of Civil Engineering at West Point where I mastered the skill of explaining difficult engineering concepts in an easy-to-understand manner.  I am now available to provide expert consulting and testimony in matters involving federal construction programs, infrastructure delivery, disaster recovery projects, and government contracting.
