1Additional Information
Paul Overton is a Florida-licensed Certified General Contractor, licensed roofing contractor, and principal of a licensed engineering and construction consulting firm specializing in concrete restoration, waterproofing, structural repairs, and exterior façade rehabilitation for condominium and HOA communities. His practice focuses on forensic construction services, construction defect and insurance-related matters, complex building assessments, and owner’s representation throughout the State of Florida. Mr. Overton brings nearly four decades of hands-on experience and has been directly involved in hundreds of destructive testing and forensic investigation assignments. His work includes 40- and 50-year recertifications, Milestone Inspections, Structural Integrity Reserve Studies (SIRS), and comprehensive building assessment reports. Services routinely include destructive testing execution and oversight, forensic documentation, code and standard-of-care analysis, repair scope development, and cost repair and cost-to-complete evaluations. He has overseen and delivered hundreds of millions of dollars in post-litigation and insurance-funded repairs, providing end-to-end services ranging from pre-construction and design-build support to owner’s representation and general contracting through project closeout. His experience spans the full lifecycle of complex, defect-driven projects, particularly those arising from insurance and Chapter 558 construction defect claims. His firm regularly supports mediation and arbitration and provides expert consulting services related to claim-cost development, pricing validation, constructability review, and project feasibility. Mr. Overton is frequently retained by condominium associations to serve as Owner’s Representative, particularly on distressed or underperforming projects. In this role, he performs forensic reviews of contracts, pricing, means and methods, efficiencies, and contractor performance, along with detailed evaluations of drawings and specifications. He is well known for value engineering, project stabilization, and practical, constructability-driven solutions. Ongoing services often include pay application review, change-order validation, construction administration, and overall owner advocacy through completion. He is an active industry educator and public speaker, serving as an approved continuing education provider and presenting regularly to attorneys, community association managers, and board members. He has also participated in presentations alongside lawmakers involved in drafting Florida Senate Bills SB-4D, SB-154, and House Bill HB-913, with a focus on building safety, reserve requirements, and regulatory compliance. Mr. Overton’s firm is widely regarded as a one-stop resource for construction defect and forensic matters, uniquely combining licensed engineering, general contracting, and roofing capabilities. This integrated approach allows for efficient investigations, defensible documentation, reliable cost opinions, and effective project execution. He works statewide throughout Florida, with regional travel available. Professional references are available upon request.
