Ms. Mamchur specializes in pedestrian safety systems, including Rapid Rectangular Flashing Beacons (RRFBs) and other pedestrian warning devices. Her expertise includes system design, placement, power and detection systems, visibility and conspicuity, inspection protocols, maintenance practices, and operational performance. She routinely evaluates issues involving partial system failures, device outages, sight distance, driver yielding behavior, and agency response to reported malfunctions. She provides standard-of-care analysis for matters involving public agencies and consulting engineers, with a focus on real-world municipal practices, staffing constraints, documentation procedures, and maintenance response timelines.
