Jane E.M. Carter, PhD is a licensed clinical psychologist with specialized expertise in psychological assessment, diagnostic clarification, and clinical consultation. She provides independent psychological evaluations, record reviews, and consultative opinions in civil and administrative matters. Dr. Carter has advanced training and experience in the assessment of fitness for duty, disability diagnoses and neurodevelopmental conditions (including ADHD and Autism Spectrum Disorder), mood and anxiety disorders, trauma-related conditions, and functional impairment. Her evaluation work integrates clinical interviewing, collateral review, and standardized psychological and neuropsychological measures, with careful attention to response validity and differential diagnosis. Dr. Carter has worked as an expert witness for civil litigation cases, at University counseling centers, inner city psychiatric hospitals, county jails and community health centers. She has also completed evaluations for police candidates, psychological evaluations for children and young adults and state funded evaluative reports for the receipt of state benefits. She has 15 years of experience in evidence-based psychotherapy and maintains a strong grounding in the ethical and professional standards governing forensic and quasi-forensic psychological work. She is committed to clarity, objectivity, and providing well-reasoned, clearly written opinions that are accessible to legal professionals. Dr. Carter completed her pre and post- doctoral training at Yale University and has been based in New Haven, Connecticut since 2019.
