Jane E.M. Carter, PhD is a licensed clinical psychologist with specialized expertise in psychological assessment, diagnostic clarification, and clinical consultation. She provides independent psychological evaluations, record reviews, and consultative opinions in civil and administrative matters. Dr. Carter has advanced training and experience in the assessment of fitness for duty, disability diagnoses and neurodevelopmental conditions (including ADHD and Autism Spectrum Disorder), mood and anxiety disorders, trauma-related conditions, and functional impairment. Her evaluation work integrates clinical interviewing, collateral review, and standardized psychological and neuropsychological measures, with careful attention to response validity and differential diagnosis. Dr. Carter has worked as an expert witness for civil litigation cases, at University counseling centers, inner city psychiatric hospitals, county jails and community health centers.
