Through Overwatch Analysis, complex technical records are transformed into understandable, defensible, and persuasive evidence suitable for courtroom presentation. My name is Jeff Bennett, and I am a retired Special Agent with the Federal Bureau of Investigation and a former National Asset of the FBI’s Cellular Analysis Survey Team (CAST). I bring more than 25 years of frontline investigative experience specializing in cell phone location analysis, call detail record interpretation, and digital geolocation evidence. Over the course of a 22-year FBI career, I worked thousands of violent crime investigations across the United States, where the strategic exploitation of cellular and digital data was consistently critical to resolving cases efficiently and accurately. In 2019, I was selected as a CAST National Asset, one of the Bureau’s most advanced technical designations, allowing me to analyze, teach, and testify as an expert witness nationwide. In this role, I consulted on more than 2,000 cases involving homicides, kidnappings, and complex criminal conspiracies, providing written expert reports, forensic mapping exhibits, and testimony in both state and federal courts. I have testified in over 100 jury trials and have extensive experience explaining complex cellular-network concepts clearly to judges and juries. Throughout my career, I applied advanced cellular forensics, historical cell-site analysis, LTE and 5G network interpretation, timing advance analysis, and IP-based location techniques to corroborate or refute statements, locate fugitives, and exonerate the innocent. I was also the only FBI Special Agent ever embedded with the Los Angeles Police Department’s Robbery Homicide Division, Special Investigation Section—an elite unit responsible for high-risk fugitive apprehensions—where I assisted in locating more than 500 homicide fugitives using cellular-based tracking as part of real-world manhunts. In 2023, I was honored as the FBI’s Special Agent of the Year for the Criminal Investigative Division following a year in which I assisted in the apprehension of more than 50 homicide suspects and provided expert testimony in numerous high-profile cases. My work has been supported by continuous CAST certification and advanced technical training, including instruction from major wireless carriers, technology companies, and academic institutions in areas such as RF engineering, network planning, and emerging cellular technologies. Now retired from federal service, I continue my mission through Overwatch Analysis by assisting law enforcement agencies, prosecutors, defense attorneys, and civil litigators nationwide. I specialize in transforming complex cellular and digital evidence into clear, actionable intelligence and compelling courtroom exhibits, ensuring that the guilty are held accountable, victims receive closure, and the innocent are protected.
