Dr. Pablo Abdías Pedroza Salas, a Mexican attorney and legal scholar dedicated to the study and practice of criminal law, human rights, and international criminal law. My academic training includes a Law Degree, a Master’s in Criminal Procedural Law, a Master’s in Human Rights, and a Doctorate in Criminal Law. Over the course of my career I have combined public service and private practice, giving me a balanced perspective on the Mexican legal system and the ability to provide reliable and independent expert opinions for international litigation. During my years of service as an Investigating Agent and later as a Public Prosecutor in the State Attorney General’s Office, I developed a comprehensive understanding of how Mexican criminal law operates in practice, from the initial stages of investigation through trial and appeals. This institutional experience, coupled with my ongoing work as a private criminal defense attorney, has allowed me to examine criminal proceedings from both sides and to identify strengths, weaknesses, and procedural guarantees with precision. My postgraduate education has been oriented toward the adversarial criminal justice system in Mexico, with emphasis on oral trial procedures, evidentiary standards, chain of custody, constitutional protections, and human rights compliance. I have completed specialized courses on amparo proceedings, case theory, oral advocacy, organized crime, legal argumentation, and gender perspectives. These studies give me the ability to approach complex cases not only from the standpoint of statutory interpretation, but also from the perspective of jurisprudence and international human rights law. As an expert witness, I provide opinions in cases that require the interpretation or application of Mexican criminal law and its relationship with international norms. I prepare written reports and expert analyses addressing the scope of Mexican criminal procedure, due process, presumption of innocence, the amparo trial, extradition between Mexico and the United States, compliance with Inter-American human rights standards, and international criminal law when Mexico is involved. I am also prepared to evaluate issues such as the validity of procedural acts, the sufficiency and integrity of evidence, and the existence of constitutional or human rights violations within Mexican proceedings. I approach each engagement with independence and academic rigor. My reports are written in Spanish as the original language, accompanied by an approximate English translation. Because I am not a certified translator, I recommend that any report filed before a court be reviewed by a certified translator. In depositions or hearings, I participate with the assistance of a certified interpreter to ensure accurate and precise communication. In addition to my professional practice, I have authored legal articles examining the Mexican criminal justice system and its intersection with human rights. My publications, such as Life Imprisonment for Innocents and The Human Right to the Presumption of Innocence, reflect my commitment to defending fundamental rights and to ensuring that criminal law serves justice rather than perpetuating wrongful convictions. I am available to serve as an expert witness for both plaintiffs and defendants in matters involving Mexican law. My role is not to advocate, but to clarify. I provide the court with an accurate and comprehensive understanding of Mexican law, supported by statutes, jurisprudence of the Mexican Supreme Court, and applicable international instruments. Through my background in both prosecution and defense, and my academic formation at the doctoral level, I am uniquely positioned to assist courts and counsel in navigating the complexities of Mexican criminal law, international human rights, and their interplay in cross-border litigation.
