Michael K. Anderson is a nationally recognized Fire and Emergency Medical Services (EMS) expert witness, consultant, instructor, and published author with forty (40) years of combination of progressive operational, supervisory, command, training, and executive leadership experience. His career spans municipal, county, state, federal, volunteer, and private-sector emergency service organizations, providing a broad and practical foundation for expert analysis in fireground operations, incident command, emergency vehicle operations, fire behavior, EMS standard of care, training adequacy, supervisory liability, and organizational accountability. Mr. Anderson is the Founder and Principal of Anderson Consulting and Training, PLLC, where he provides expert witness services, litigation support, operational consulting, and standard-of-care analysis nationwide. He advanced through the ranks of the fire service—from Firefighter/EMT to Fire Apparatus Engineer, Captain, and Assistant Fire Chief—gaining firsthand experience in frontline response, supervision, command decision-making, personnel oversight, and executive responsibility. This progression uniquely positions him to evaluate whether the conduct met the standard expected of a reasonably prudent Fire or EMS professional. During his tenure with CAL FIRE in Riverside County, Mr. Anderson served as a Firefighter II/EMT and a Fire Apparatus Engineer/EMT, frequently serving as the initial Incident Commander for structure fires, wildland incidents, vehicle collisions, and medical emergencies. He also served in Incident Management Team Operations Support, participating in multi-resource coordination and tactical implementation. His experience includes incident stabilization, fire behavior recognition, strategy and tactics, risk management, and command decision-making in dynamic environments. Mr. Anderson possesses specialized expertise in fire behavior, supported by decades of fireground experience. Mr. Anderson was a deputy commander at the Pierce County, WA Volunteer IFSAC Fire Academy and instructed the fire behavior class. His methodology incorporates evaluating smoke indicators—volume, velocity, density, and color—and comparing them with accepted fire behavior principles and nationally recognized standards. He maintains current competency through ongoing review of UL and NIST research, case studies, and fire service literature. In EMS, Mr. Anderson has four decades of operational, instructional, and supervisory experience, including approximately 25,000 patient contacts. His service with American Medical Response included roles as EMT, Crew Chief, Field Training Officer, State EMT Evaluator, and Emergency Vehicle Operations Instructor. He supervised crews, evaluated clinical competency, instructed emergency vehicle operators, and ensured compliance with accepted EMS standards of care. He also served as an EMT with the Washington State Disaster Medical Assistance Team (DMAT) under FEMA from 2000 to 2013, including deployments to the September 11 attacks and Hurricane Katrina, operating within NIMS and ICS frameworks in large-scale disaster environments. As an expert witness, Mr. Anderson employs a systematic, standards-based methodology consistent with Federal Rule of Evidence 702. His analyses rely on NFPA standards, NIMS/ICS doctrine, EMS protocols, and accepted operational and clinical practices.
