For more than 21 years, Dr. Bayne has concurrently served in risk management roles within public school districts, overseeing tort liability claims, coordinating litigation strategy with legal counsel, and implementing proactive risk reduction programs that directly mitigate exposure to loss and negligence claims. Dr. Bayne has held multiple leadership positions providing strategic direction, training, and policy development to strengthen school safety operations. His extensive experience includes managing and evaluating claims related to student and employee injury, premises liability, and other complex issues involving the standard of care in school operations. Dr. Bayne’s expertise is grounded in real-world experience collaborating with school administrators, legal counsel, law enforcement, and emergency management agencies to design and implement comprehensive safety and risk frameworks that protect students, staff, and school communities. Dr. Bayne has contributed to policy discussions on school safety, emergency management, and risk mitigation.
