Tobias C. Long, MD - Plastic Surgery Expert Witness Tobias C. Long, MD, is a board-certified plastic surgeon with over a decade of experience in plastic and reconstructive surgery, offering expert witness services through his extensive clinical, academic, and leadership background. Dr. Long earned his Bachelor of Science in Bioengineering (2008) and Medical Doctorate (2012) from The Pennsylvania State University, followed by an Integrated Plastic Surgery Residency at Case Western Reserve University College of Medicine (2012-2018). Certified by the American Board of Plastic Surgery since 2019, he holds medical licenses in Pennsylvania and Ohio. Dr. Long currently serves as Owner of Lancaster Plastic Surgery Associates, PLLC (March 2025-present), following his tenure as Division Chief of Plastic and Reconstructive Surgery at Penn State Health St. Joseph Medical Center (2021-2025) and Director of Wound Care and Regenerative Medicine at University Hospitals Cleveland Medical Center (2018-2021). His clinical expertise spans cosmetic and reconstructive procedures, including breast augmentation, rhinoplasty, facelift, liposuction, body contouring, and complex wound care, as well as specialized areas like gender affirmation surgery and migraine surgery. As an academic, Dr. Long is an Adjunct Assistant Professor at Penn State College of Medicine (2021-present) and has mentored numerous residents while developing educational modules for the Plastic Surgery Education Network (PSEN) on topics like hair restoration, lasers, and transgender procedures.
