Troy Newman is the Managing Partner of Group Nine Risk Consulting, a firm specializing in security risk management, forensic consulting, and security training. With over thirty years of experience in law enforcement and security, he provides expert witness testimony and forensic security analysis in premises liability and negligent security cases for both plaintiff and defense counsel. His expertise includes evaluation of foreseeability, assessment of compliance with security industry standards, and analysis of inadequate security claims involving multi-family housing, gas stations, convenience stores, restaurants, campuses, parking lots, mass transit facilities, retail spaces, and commercial establishments. Troy has been retained on cases in FL, GA, AL, NV, and WA and consulted on cases across the U.S. and Canada. Troy is board certified in Security Management through ASIS International's Certified Protection Professional (CPP) certification—the globally recognized standard of excellence for security management professionals. The CPP demonstrates mastery across seven key domains: Security Principles and Practices, Business Principles and Practices, Investigations, Personnel Security, Physical Security, Information Security, and Crisis Management. Troy also serves as a Subject Matter Expert on ASIS International's CPP Certification Review Panel. Troy retired as a Colonel from the U.S. Army after 25 years as a Military Police Officer. During his military career, he commanded organizations ranging from 30 to 450 personnel and directed law enforcement and security operations at domestic military installations and international locations. His responsibilities encompassed facility security, perimeter security, access control systems, security assessments, personnel management, security policies and procedures, security awareness programs, video surveillance systems, security guard operations, threat assessments, crime analysis, protective intelligence, and workplace violence prevention. He achieved measurable results, including reducing security incidents by 70% through data-driven security solutions. Following military service, Troy served as a manager with the Washington State Emergency Management Division for three years, leading the statewide preparedness program and serving as Deputy State Coordinating Officer for emergency response operations. He holds a bachelor's degree in Criminal Justice from Mercer University and is a graduate of the U.S. Army's Senior Leader Program and Command and General Staff College. Troy maintains active membership in ASIS International, the International Association of Professional Security Consultants, the International Society of Crime Prevention Practitioners, the Association of Threat Assessment Professionals, InfraGard, the National Apartment Association, and the National Association of Convenience Stores. In addition to his expert witness practice, he conducts security risk assessments for diverse organizations and regularly speaks on violence prevention and risk mitigation strategies.
