Mr. Ferreira is the owner and general manager of Eleuthera Associates, LLC. and PDF Construction Co. Inc. He has over 40 years of “hands on” experience in construction, project management, estimating, safety, and cost management related to municipal and state, heavy and highway construction, as well as institutional, commercial and residential construction. As a contractor, he has been responsible for the daily safety of his employees and subcontractors on project sites. Mr. Ferreira has earned numerous specialized safety certifications in his field and holds diplomas in both construction safety and construction management, as well as NY 811 certification. He is a licensed water & sewer contractor, ATSSA certified traffic director, Class A unrestricted commercial CDL truck driver, and a life-long member of the International Union of Operating Engineers. Mr. Ferreira has an extensive background in excavation, concrete construction, streetscapes, underground utilities (sewer, drainage and water), roadway and parking lot improvements (sidewalks, ramps, grading, paving and walls), building site excavation, guardrail and fencing, highway and street lighting, traffic signalization, landscaping, roadway signage, pavement striping, traffic control in work zones, FHWA and DOT traffic control and permitting requirements, and pedestrian safety. He is highly experienced with the customary documentation, procedures, and communications used in the construction industry, as well as applicable safety and industry standards. Mr. Ferreira brings a wealth of experience and a proven track record related to: • Construction work zone and site related accidents • OSHA, ANSI, ADA, MUTCD, CDC, DOT rules, regulations, and standards pertaining to the construction industry • Safety standards pertaining to walking surfaces and ramps • Slips, trips and falls resulting from defective pavements, walkways, and ramps • Motor vehicle, motorcycle, and truck accidents resulting from defective roadways • Traffic flagger and temporary traffic control work zone traffic management guidelines and standards • Roadway work zone traffic safety procedures and maintenance and protection of traffic requirements • Customary operational means, methods, and procedures • Construction plans, details, specifications, and schedule analysis • Defective materials and poor workmanship claims • Personal injury and/or damages from operations • The safe and proper operation of heavy equipment, trucks, and tools Mr. Ferreira's 43 years of daily “hands on” in-the-field experience provides him the ability to objectively analyze a case based on practical experience, complemented with theoretical knowledge and training.
