Miller is a forensic and clinical social worker and an attorney. Miller has been with the APSAC Center for Child Policy (recently rebranded as the Child Maltreatment Policy Resource Center) since 2019. She is a highly trained trauma specialist and has led the Center’s multi-year Intrafamilial Child Torture (ICT) initiative since its inception. This includes authoring the Center’s policy white papers and case studies on ICT, writing and publishing articles, conducting trainings for professionals in multiple disciplines, speaking at conferences and events, preparing amicus briefs, and serving as counsel for the American Professional Society on the Abuse of Children (APSAC) in state supreme court cases involving child torture. Professionals from 83 countries have attended her trainings and downloaded her papers on ICT. Ms. Miller has also served as an expert and author on topics related to mandated reporting of child abuse & neglect, child abuse law & policy, prosecution and defense of criminal child abuse, lawsuits against Child Protective Services and private social service agencies, and traumatized immigrant children seeking asylum. Miller is a Certified Trauma Practitioner with the National Institute on Trauma and Loss in Children. She has been trained by Bruce Perry, MD in the Neurosequential Model of Therapeutics and by Bessel van der Kolk, MD to become certified in Body Based Trauma Treatment. She studied with Judith Cohen, MD, to become certified in Trauma-Focused Cognitive Behavioral Therapy, studied at the Theraplay Institute, trained in PCIT/CARE, Child-Centered Play Therapy, and Attachment Based Play Therapy. She was also trained as a psychotherapist at Cincinnati Children’s Hospital Department of Psychiatry. Miller's prior work includes serving as a psychotherapist on an agency foster care team treating child victims with innovative psychotherapy techniques. She has also served as an attorney-GAL for maltreated children and has worked in executive management of public mental health services. She periodically does expert witness work in cases of Intrafamilial Child Torture, conducts psychosocial assessment for sexual abuse, consults on young children’s disclosures of abuse, and social work ethics and standards. Miller is a former board member of NASW Ohio (National Association of Social Workers, equivalent to the ABA for attorneys). Miller studied at the Ohio State University Moritz College of Law, where she was a Moritz Merit Scholar, and she completed her JD/MSW joint degrees at the University of Cincinnati. As a student, she was awarded the national Bergstrom Fellowship by the University of Michigan College of Law. Miller has been studying, writing, speaking, and teaching about child torture since 2001. Miller wrote her undergraduate and graduate theses on aspects of child torture, advocating for the use of the Adoption and Safe Families Act of 1997 to protect severely abused and tortured children and quickly move them into permanent, safe families. Miller has been committed to ending the oppression of severely abused children for two decades and has committed her career to working with and advocating for this group of underserved children.
