Dr. Phelan is Caprock Engineering’s President and Chief Bridge Engineer. He is a structural bridge engineer with over 30 years of professional experience. He was recently inducted as an ASCE Fellow. Scott is licensed as a: Professional Engineer (P.E.) in the States of Washington, Oregon, California, Hawaii, Texas, and Florida; Professional Engineer (P.Eng.) in the Canadian Provinces of British Columbia and Ontario; and Structural Engineer (S.E.) in the States of Washington and Hawaii. He has been on the final design teams of two world-record design-build bridges as a designer. He developed and taught the first AASHTO LRFD Bridge Design course in the state of Texas. Dr. Phelan has participated in the design and construction of numerous concrete segmental bridge projects, including the final design of two world-record bridges and the construction of the first precast concrete segmental bridges in the State of Washington. He recently served as Co-Chair of the Seattle DOT Technical Advisory Panel (TAP) for the West Seattle High-Rise Bridge Repair/Replacement study. He was instrumental in assisting the Engineer of Record in arriving at a repair solution that saved the City of Seattle over $400M. Scott has been awarded three U.S. Patents on cable stay vibrations (now expired) — two on wind-rain mitigation solutions for cable-stayed bridges and one for vortex-induced vibration suppression for offshore cable-stayed structures. Dr. Phelan has participated in value engineering studies as the structural engineer for the Washington State Department of Transportation (WSDOT) and Sound Transit, the regional transit agency serving Seattle, WA. He is currently working as a Principal Engineer on the progressive design-build Interstate 10 Mobile River Bridge cable-stayed bridge in Alabama, USA, and the Francis Scott Key Bridge Rebuild in Baltimore, Maryland, with Systra-IBT. He is also currently working as a Principal Engineer on the design-build for the Surrey Langley SkyTrain in Vancouver, BC, Canada, with Sytra-IBT. Scott has 1.5 years of experience as a structural bridge engineering expert witness, including: completing an expert report and rebuttal report; b) testifying as an expert witness at a deposition; c) preparing for direct examination and cross-examination; and d) producing trial demonstrative elements.
