Dr. Andrew Scott brings to his clients over 30 years of law enforcement experience as well as 16 years of expert witness experience which began after he retired from law enforcement in 2006. Mr. Scott’s law enforcement career began in 1976 as an Auxiliary Police Officer and, over the years, progressively advanced to the position of Chief of Police. Dr. Andrew Scott consults frequently with attorneys, municipalities, county governments, and the United States Attorney’s Office on legal disputes involving police practices, policies, and procedures. Much of Mr. Scott’s experience has dealt with 1983 civil rights claims filed in federal courts. Mr. Scott has been qualified as an expert in both state and federal courts on police practices and procedures throughout the country. Dr. Scott will provide an honest and supportable opinion for those cases he accepts. Mr. Scott will not accept any case that he feels he cannot support as it relates to well-established police practices and procedures. Dr. Scott has provided expert witness consultation since 2006 and has provided his expert consultation services in over 1600 cases. Mr. Scott has established an excellent reputation as an expert witness resulting in many significant trial victories for his clients. On many occasions, Mr. Scott has been retained by attorney clients who were, at one time, the opposing attorney in cases Mr. Scott provided his services. Dr. Scott’s practical law enforcement experience spans over four decades allowing Mr. Scott to provide a practitioner’s insight into current challenges law enforcement agencies and personnel face daily. Given Mr. Scott’s vast experience in law enforcement and his expert witness acumen, he provides the client with a wealth of insight into the practices and procedures of law enforcement. Mr. Scott has provided accreditation assessments for over 100 law enforcement agencies throughout the country. Mr. Scott has reviewed hundreds of law enforcement policies and procedures, observed the implementation of said policies, and witnessed successful service outcomes based on proper administration and execution of said policies and procedures. Given this experience, Mr. Scott can provide his clients with authoritative, evidenced-based, solutions to improve law enforcement agency’s delivery of services. Dr. Scott has active, current, memberships with the International Association of Chiefs of Police (IACP) – Life Member, Police Executive Research Forum (PERF), Florida Police Chiefs Association (FPCA) – Life Member, the American Association of Industrial Security (ASIS), the Palm Beach County Association of Chiefs of Palm Beach County – Life Member, National Tactical Officers Association (NTOA), and the Society for Human Resource Management. Mr. Scott maintains an up-to-date and current knowledge base through his membership with the previously mentioned associations, educational pedigree, and his ongoing research of cases reviewed for his expert witness consultation practice.
