Billy K. Johnson, PSP is the owner and Principal Consultant of J-2 Security Services, LLC. Billy is a security consultant and testifying expert that specializes in negligent security and premises liability cases. He consults regarding the security and safety aspects of both commercial, governmental, and residential properties. He has performed security assessments for facilities and properties such as courthouses (Federal and State), jails, data centers, logistics warehouses, nightclubs, corporate office buildings, banking institutions, college campuses, apartment complexes, parking garages and surface parking lots, and medical/surgical centers. He performs case review, preparation of expert opinion reports, and testimony to assist in litigation. He is board-certified in physical security, having earned the designation of Physical Security Professional from ASIS International. He is certified as an instructor and practitioner in Crime Prevention Through Environmental Design (CPTED) through the Texas A&M Engineering Extension Service, where he served as an adjunct instructor, training Emergency Management, Law Enforcement, Academia, and private sector security managers in Critical Infrastructure Protection (Security/Vulnerability Assessment), as part of FEMA's National Emergency Response and Recovery Training Center. He is an active board member of the International Association of Professional Security Consultants and a vetted member of Infragard, contributing to a partnership between the FBI and private sector by providing security-specific insight. Billy is retired from the United States Marshals Service, where he achieved the position of Supervisory Deputy U.S. Marshal. His Federal Law Enforcement career lasted 26 years. He was a certified trainer and subject matter expert in courthouse security, including physical, electronic, policy and procedure, and contract court security officers. He was a Marshals Service jail inspector, having oversight responsibility for 5 county jails, 1 city jail, and 1 county owned prison contracted to the U.S. Bureau of Prisons. He retired after serving on the full-time cadre of the Federal Law Enforcement Training Center, training Federal and State Law Enforcement Officers in police tactics, firearms, and general police studies. After retirement, He was certified by the United States Department of State and served as a contract staff and lead instructor for the Antiterrorism Assistance Program, instructing our overseas allies outside the U.S. in Infrastructure Protection, Soft Target Assessment, and Critical Incident Management. A partial list of countries includes Jordan, Yemen, Mexico, South Africa, Maldives, Bulgaria, and Bangladesh. Billy has testified in both federal and state court on many occasions in various types of hearings, including Magistrate and District Court, and before Grand Juries. He has been retained in over 60 civil cases and provided case review and testimony as an expert witness for both plaintiff and defense parties.
