Dr. Ken Lang is a retired 25‑year law enforcement veteran and former homicide detective with extensive experience in violent‑crime investigations, police practices and procedures, and use‑of‑force analysis. He has conducted and supervised investigations involving homicides, rapes, robberies, and other major crimes, and he currently serves as an associate professor of criminology/criminal justice at Milligan University. Dr. Lang holds a Ph.D. in Criminal Justice and provides expert consultation and testimony in matters involving criminal investigations, police practices, use of force, officer involved shootings, evidence handling, and investigative failures. Dr. Lang began his law enforcement career in 1989 with the Havre de Grace Police Department before joining the Baltimore County Police Department (BCoPD) in 1991, where he served for 23 years. His investigative career included 15 years assigned to violent‑crime investigations and 5 years investigating property crimes. His casework involved complex investigations requiring interviewing, evidence evaluation, crime‑scene analysis, and coordination with forensic specialists, prosecutors, and multidisciplinary investigative teams. In addition to his detective work, Dr. Lang served for 16 years as a certified Maryland Police and Correctional Training Commission adjunct instructor at the BCoPD Academy. He taught recruit and in‑service courses including Sex Crimes Investigations, Investigative Resources, Basic Investigator’s Courses, and Advanced Investigator’s Courses. His instructional experience reflects deep operational knowledge of investigative standards, best practices, and procedural expectations for law enforcement personnel. Dr. Lang also served in an ad hoc capacity as a forensic artist after completing the Federal Bureau of Investigation Facial Forensic Imaging course in Quantico, VA. As an FBI‑trained forensic artist, he completed more than 100 forensic composites and related forensic art products for BCoPD and other jurisdictions. His work included composite sketches, postmortem drawings, age progressions, and two‑ and three‑dimensional skull reconstructions. While employed with BCoPD, Dr. Lang completed his B.S. (2010) and M.S. (2013) in Criminal Justice Administration through Columbia Southern University. After retiring from law enforcement in 2014, he transitioned into higher education, teaching criminal justice and forensic courses at the University of Valley Forge, Glenville University (where he also served as department chair), the University of Management and Technology, and Southern New Hampshire University. He completed his Ph.D. in Criminal Justice in 2019, with a dissertation titled Valuation of Ex‑Offender Motivations for Participation in Restorative Justice Praxis. His scholarly work includes peer‑reviewed publications in forensic art and restorative justice, as well as investigative articles for Death Investigator’s Magazine. Dr. Lang’s expert witness experience includes evaluating criminal investigations and police practices for accuracy, completeness, and adherence to professional standards. He has provided expert analysis in cases involving investigative procedures, evidence handling, and use‑of‑force considerations. He also conducted a forensic bloodstain pattern analysis at the Daniel Lady Farm (Gettysburg, PA), a Civil War field hospital and historical site. Dr. Lang is available for case review, consultation, reports, and testimony involving police practices and procedures, criminal investigations, homicide and violent‑crime investigations, use of force, officer involved shootings, forensic art, and related matters.
