Mr. Carlile is currently President of the Carlile Consulting Group. Founded in 2021, The Carlile Consulting Group is an expert witness and consulting practice specializing in law enforcement databases such as the National Crime Information Center (NCIC), the Interstate Identification Index (III), and The International Justice & Public Safety Network (NLETS) databases. During his 45+ year career Mr. Carlile has testified as an expert witness in various Federal, U.S. Immigration, and State Courts on the correct operation/use of these databases. Prior to his retirement in 2021 Mr. Carlile was a GS 14 Training Specialist for the Federal Bureau of Investigation (FBI) assigned to its Criminal Justice Information Service Division (CJIS). He served as the NCIC External Training Team Lead and had program responsibilities for all NCIC Training provided by the FBI to Federal, State, Territorial, Tribal and local criminal justice agencies. While at the FBI Mr. Carlile received many honors including an FBI Directors Award, three FBI Assistant Directors Awards as well as other Federal, State and Local honors. During his time at the FBI Mr. Carlile also served as adjunct faculty for the FBI’s Training Division. In this role he was part of a small cadre of FBI Personnel from across the United States who instructed the FBI Academy’s Law Enforcement Instructional School (LEIS). This 40-hour immersive course prepared Law Enforcement Officers to become effective instructors. If successful, students earned certification as a Law Enforcement Instructor. As part of this program Mr. Carlile collaborated on the text while authoring one of its chapters. Prior to working for the FBI Mr. Carlile spent 20 years as a local law enforcement officer, supervisor, agency training coordinator and was certified to instruct in a variety of law enforcement related areas. Mr. Carlile holds an MS Degree from Illinois State University in Criminal Justice and has completed substantial course work towards or a Ph.D. in Higher Education Administration. Mr. Carlile also currently volunteers as part of the Marion County (Florida) Sheriff’s Office Cold Case Unit where he serves on its leadership team.
