A nationally experienced law enforcement executive and subject matter expert in police practices, procedures, use of force, training, supervision, and organizational management. Retained in both federal and state courts in criminal and civil matters involving police operations, use of force, officer conduct, policy, training, supervision, internal affairs, and police management practices. Since 2019, has provided expert analysis, case review, and consulting in matters involving officer-involved shootings, tactical operations, less-lethal force, Conductive Energy Weapons (CEWs/Tasers), chemical agents and munitions, impact weapons, physical control techniques, and law enforcement decision-making. Served as an external force investigator conducting comprehensive force reviews pursuant to a U.S. Department of Justice consent decree. Law enforcement professional with more than 35 years of progressive command and operational experience, currently serving as an Assistant Chief of Police in South Florida. Formerly served as a Colonel with the Broward Sheriff’s Office and previously held the ranks of Captain, Sergeant, Detective, and Police Officer with the Fort Lauderdale Police Department. Extensive executive leadership experience in patrol operations, criminal and strategic investigations, professional standards, internal affairs, public corruption investigations, policy development, accreditation, training, and human resources administration. Former Director of the Broward Sheriff’s Office Law Enforcement Training Center with substantial experience in police training, SWAT operations, narcotics investigations, critical incident review, and organizational risk management. Certified law enforcement officer, certified corrections officer, and certified firearms instructor. Graduate of the FBI National Academy, FBI National Executive Institute, Police Executive Research Forum Senior Management Institute for Police, DEA Drug Unit Commander Academy, and the National Tactical Officers Association (NTOA) SWAT Commander Academy. Holds a Master’s Degree in Leadership and a Bachelor’s Degree in Public Management. Former member of the International Association of Chiefs of Police (IACP) Committee on Human and Civil Rights and advisor to the IACP Body-Worn Camera Model Policy project.
