Ms. Heine holds a Master of Science degree in Civil Engineering from the University of Washington and a Bachelor of Arts degree in Economics from the University of California, San Diego. She is a licensed civil engineer in the states of California, Colorado, Maryland, Minnesota, and Wisconsin. She has over 25 years of experience in the construction industry working in numerous roles, such as Senior Project Engineer, Project Controls Manager, Project Engineer, Project Estimator and Project Manager. She currently serves as Principal and President of Hirschmugl, Heine & Associates, where she offers expert consulting and engineering services in the areas of planning and scheduling, temporary works design, claims consulting, and project management. Ms. Heine primarily works with Heavy Civil Contractors nationwide and has experience working on Federal, State and Local government Contracts. She has provided critical expert witness testimony on heavy civil projects in Utah, Washington D.C., and New York.
